I don't have my player's handbook in front of me but I believe the entry for Neutral Evil explains the alignment ethos as "For pure evil is all in all." Deficits matter. Deficits don't matter. Russia is our enemy. Russia is our friend.
Excellent summation, I have added a slight addition: Lawful Evil and/or Chaotic Evil.
I believe the Republicans would prefer the having their Evil both ways.
