Do pardons excuse devastation causes by you. Like an insurance policy that doesn't pay for damages?

The Funding Fathers writing the Constitution on presidential powers. Di not mention anything about a American President leaving office accepting a pardon from Russia's leader (Putin).
It is not mentioned and never been tested so therefore the 6 SCOTUS judges are open to reviewing this interesting case.
