Kavanaugh has failed this. But he definitely is applying the same GOP lockstep ideological tenet.
It failed miserable the 1st time, the 2nd time (every time applied). We didn't make any alterations to the ideological premise. It failed every time miserably and each time we doubled down on doing it again and doing it more so. It still failed.
So next time, we need to do the same thing, but even on a larger scale.
