There is a kind of logic to Republican behavior, from Newt to Ted and everyone in between. One of their leading intellectual luminaries wants to strangle government and drown it in a bath tub. And most of them share that view, to one degree in another. Where would a real person like Tom Foley fit in their universe? He wouldn't.
