People say stupid shit in the house all the time. Most of the time it's idiots who don't work there (like code pink) who are promptly hauled off. Actual congress critters do it as well, they get to keep ranting.
This might be the first time a government worker who's not a congress person decided to go on a lunatic rant, but it's hardly the first time someone went on a lunatic rant in congress.
