A close friend of my family works for a company that was a major player in the parking meter firesale. I grew up with the guy and I love him, but he described the deal at a dinner we had several years ago, and believe me that he knew the deal stank, too.
He actually laughed (not in a malicious way; more in disbelief) about how corrupt the whole thing was.
I told him that it sounded unethical to boot, but, and he even agreed. Course he didn't give any of the money back :)
