The Great Depression was not so bad for the ultra-rich, if you remember that it was a credit crisis like today. If you had lots of cash you could take advantage and snap up businesses and property at a fraction of their real value.
When you have people in charge like Hank Paulson, who has a personal worth around $800,000,000 is he going to be worried about the difficulty of taking out a loan? I don't think so. He and a few friends could practically bail out Wall Street themselves if they wanted to.
