The prior Session of Congress ended.
All positions at that conclusion are frozen across the interim.
The new Session begins in the Senate upon the agreement of 100 Senators in consent of the Rules which shall govern Senators during the new Session.
McConnell ( +Reptards) refuses to consent new Rules which Schumer proposed to be the Rules used last time.
Which is standard Senate procedure.
That is, Senate session begins with perfunctory unanimous consent to adopt Rules of the Senate as were adopted last time. And under those Rules, proceed.
McConnell &minions are refusing adoption of Rules.
Until Schumer agrees to a licensure of Schumer's prerogatives imposed by McConnell.
That is, the Session cannot begin until Schumer agrees to subordinate his leadership within restriction(s) shall McConnell invoke.

It is a simple enough tactic to understand, even unto the 'common sense,' 'reasonable' person. Coercion.

IGetting out the vaccine to end the pandemic and stop the deaths, getting kids back in school, ridding the virus to get our economy moving, providing Unemployment insurance, getting Americans back to work are agenda issues Biden put forth for Congress and I do not think they are Democratic issues only that republicans )Americans_ want to see resolve on these issues. Do you think they are political partisan issues?
