Why did GOPers vote to pass permanent tax cuts for some and Temporary tax cuts for others?

I am aware of Reagan's Religious Executive order , A republican shall not give witness or speak poorly of a fellow republican. I think it was called the, "thou shall not rat out my fellow criminal brethren" commandment.
